CEDAC’s role as a baseline evaluation consultancy aligns with the WHO Vancouver Protocol — a participatory methodology where older persons, caregivers, and service providers describe what is age-friendly, what is not, and what can be improved in their community.

CEDAC functions in three capacities: technical consultancy (advising on design, methodology, and WHO domain alignment), research and evaluation agency (conducting qualitative, quantitative, and mixed-method studies), and implementation support agency (translating findings into action plans, monitoring frameworks, and repeat evaluation protocols).

The evaluation cycle covers pre-evaluation preparation, community profiling, participatory data collection, analysis, reporting, validation, action planning, and ongoing monitoring — creating a repeatable, institutionalisable framework for age-friendly community transformation at the local level.
